BERLIN — When Nico Lange arrived at the Kiev airport last month, border guards told him he was being expelled and deported to his native Germany. Mr. Lange, who is the director of the Ukrainian branch of the Konrad Adenauer Foundation, the research organization of Germany’s conservative Christian Democratic Union party, protested.
